I agree with Dallas.

It is love that exists between each other for many incarnations that
bring twins together. In case of identical twins which they share
the same genetic materials it's not that their skandhas or physical
life atoms are identical but Karma permit blending of these substances
to be used by builders of form in buiding up their lower principles.

We have also to consider the fact that karma expressed in one
incarnation is selected from storehouse of several past lives so
there is a possibility to synchronize the two selections from two
persons especially when they lived in harmony for many incarnations.
So it seems that they have very similar karma to work off in that
particalar entwine incarnation.
