According to Tibetan Buddhism, it is at conception. Actually it makes
a lot of sense. Everything physical is an expression of something higher
or more subtle. The physical body is an expression of the mind and
emotions (mental and astral bodies) and so in order for any physical
expression to occur there must first be a mental-astral counterpart.
So everything I have learned from studying theosophy and occultism
suggests to me that it begins at conception.
