I think you have covered all the bases and I agree with what you say.

It is my experience with many lists that there is an automatic invisible
self-moderation that goes on all the time due to the peer pressure put on
or peer vacuum put on anyone who goes too far out on a tangent. In due
course, most leave.

My personal preference is to leave things as *they* *are*.  I expect
everything to settle down and the real vitality will come back soon. Once
we set norms, then there could be unending discussion about the norms and
the application thereof. When the maillist grows, which I hope will happen
eventually, it would be impossible for any one person to monitor and take
action due to the sheer volume and time needed to do the job. The subtle
self monitoring that results from the exchanges of messages or silence is
perhaps the best solution since

If it is not broken why try to fix it.
