Dear Eldon:

Pardon the delay in answering.

I think that the difficulty is resolved if we consider that the
human vehicle - the "personality" (or the lower 4) is like a
"pupil" in school.  It and the is that which is being "evolved."
In the process much more is evolving as all the substance and
material which is attracted to it under law will also be refined
into something far more spiritual that it is at present.

It has as resident "tutor" a fully initiated Dhyani who has
agreed to inhabit that personality and try to guide it (when
asked) in the ways of truth and right livelihood.  For the
"Dhyani" it is a voluntary sacrifice.  Its availability to us is
manifested through our Intuitions and the "Voice of Conscience."
Essentially it is Buddhi speaking to us (Lower Manas - linked to
Kama) through Higher Manas.

To me it is the mystery of the 2 Ones  [ SD I 130 top ] as
applied to man.

SD I 174-5fn speaks of the MONAD and its relation to the
personality, which has to grab at and secure its help.

SD II 79-80 speaks of the 2 connecting principles between the
Individuality and the Personality
(Manas and kama) - and, at the bottom of the page it speaks of
some of the Individualities being "Returning Nirvanees"  [ SD II
94 top also refers to this. And lower on that page refers to the
Nirmanakayas as sacrificing themselves for the good and salvation
of the "Monads". Also a suggestive statement on SD I 278, 522
middle ]

SD I 233 bottom - speaks of the spiritual entities who have
incarnated bodily in man, yet exist independently in the
"infinitudes of space" as before - this is difficult to
understand.

In TRANSACTIONS (ULT Edn. Pp 66-76) HPB speaks of the close
relationship between the consciousness of the Personality (called
the Jailer) and the HIGHER SELF (the Inner Atma-Buddhi-Manas of
the true INDIVIDUAL).  What is sometimes confusing is to discover
exactly what is being trained and what is being initiated, and
how this process has to do with the already Initiated "Tutor" the
resident Higher Self.  Seems to me that the "Personality" has to
transform itself, as vehicle, into a pure and refined form
suitable for the actual incarnation of its own HIGHER SELF.  It
has to demonstrate that it can force itself by sheer will-power
to become entirely unselfish, harmless and a voluntary cooperator
(even though free-willed) with Nature and her laws (KARMA) and
objectives.
