Yes, she does say this. But she never says that karma
acts during pralaya, does she? It doesn't, anymore than
it acts during dreamless sleep. There is no one around
for it to act on.

Akasa is the substance found on the fourth plane upward,
usually called the causal plane. Although sometimes it is
used in a more general sense and equated with the "Astral 
Light," which is a very general term, like the old Egyptian Tuat 
or Dwat. It refers to the 2nd, 3rd and 4th planes upward as a 
group. All of this is below the abyss and the three spiritual 
planes.

What is "sleeping karma" Dallas?  We can think of it as
karma in a potential form, to discriminate it from the kenetic
form within a manvantara, if you like. All I have been saying
is that karma doesn't rule or govern or even work outside
of time. Since its very definition is action, then I tend to
think of it as not existing, but it could be thought of as 
sleeping or lying potential, I suppose. Actually sleeping
karma is a good defintion of the shistas.

manifestation or the return of the Karma stored up form the past
Manvantara.  It is in effect an endless chain of Universes, just as

Lets use HPB's planetary chain model here. There are at 
least two types of pralaya--a normal pralaya in which the
lower four planes sleep and then re-awake, and a
mahapralaya in which the whole 7 planes sleep. The
shistas, as the early Theosophists describe them, lie on
the third plane downward, the lower spiritual plane and
represent the karmic potential of the lower four planes.
The shistas are the cosmic or planetary equivalent of
the skandhas.

1.  It is an eternal necessity because causality is how time
and space are experienced and I, for one, can't see any
other method of expression within time and space.

2.  "supreme injustice" is a very human way of looking
at things. Justice, like beauty,  is always in the mind of the 
beholder. 

3.  There are those who think that Chaos does ensue.
HPB uses the two polar terms light and darkness. These
could just as well have been termed chaos and cosmos.
When cosmos undergoes pralaya, chaos does ensue.
But cosmos always returns again for another manvantara.
Cosmos comes out of chaos, just like light comes out of
darkness. But when we are in the pralaya, which is
outside of spacetime, then we are karmaless (just as we
are during dreamless sleep).
