A perfect analogy, Aidan. In spite of all the research made on tobacco and 
smoking, in spite of the warnings (it kills) its consumption is relentless.
WHY?  It seems that we all have a natural desire to end our life.
The governments are certainly no help at all in this regard as, it seems to

that their reward in the form of taxes outstrips their desire to end the
tobacco 
saga.

There  are as many ideals as there are individuals.
Indeed truth is an inward search.It is not a religion, but a way of life
based in love and respect for all life and our earth.
 Compassion is not learned in books so much as it is felt in the depth of our 
soul. You can bring the horse to water but you cannot make it drink.

6)  Granting that membership expansion is desirable, how can it be 
cultivated?

(A)
By giving members and others what they really need and require
for growth in the spiritual world.
Companionship, advice, examples, help, without strings attached,
compassion, love, etc...To do this it is important to have a clear mind,
an unveiled spiritual perception and an eagerness to give and receive genuine
instruction to help mankind.
We are almost all searching for the truth which, it has been said, will
make us 
free. However there is no freedom without bondage and responsibility -
dharma and karma are inseparable where the greater responsibility of those 
who choose to govern must do so with equanimity and justice.  

7)  Are the various aspects being developed in the Theosophy movement 
today
sufficient to attract interest and motivate people to join?

(A)
Yes, there  are many scholars in our midst. You are all scholars.
However, before one can be of great help your brother must have that special 
melancholy which makes him or her desire to be one with all others
and realise he or she is a link in the endless chain of creation.:)

8)  What should be the focus of the TSA as an organisation?

(A)
Continue the great work with an open mind
but please concentrate in the oneness of all creation.
Remember the millenniums of religion striving. in many ways quite
useless, as we are still killing each other.
My view as a theosophist is that we should pay greater attention to the 
teaching of the west  ... the kabala, the gnostics science and its spiritual 
correlation.
