Yes, Dennis, he did. To his pupils within his E.S. (among them Annie Besant)
he showed his tulku powers.
Once, in an E.S. meeting upon request of Annie Besant Judge made occult
signs and suddenly he transformed into another person (a Hindu), which was
his real Self.
To be found in his Collected works compiled by Dara Eklund: Echoes of the
Orient, Vol. 1, introduction.

Many testimonies from her pledged chelas, among them Joseph Fussell,
Gottfried de Purucker (her long time secretary and successor as TS leader
and O.H.. Many testimonies of course until now are unpublished (visit the
E.S. archives in Pasadena and Point Loma Publications. Vide the "Dialogues"
of G. de Purucker, see index under Tingley, Katherine.

It has to be understood that Masters worked and work NOT with organizations,
but always with individuals.
That is one reason (there are more) why statements like "discussions about
personalities" etc. are only side-steps and it is only of interest how to
pratice Theosophy. Theosophy was not fallen from heaven and has no life in
itself. Theosophy is the work of persons. If you reject the study of persons
like Judge or Tingley, which were mainly responisble and unseparable
connected with the outer and inner work of Theosophy, you will never have
the right picture and understanding of its teachings and tenets, except some
dreamlike brainminded illusions.

My humble view.
