No, the time will not come when the whole world looks
down on the US on the capital punishment issue. If the
opinions of other countries were relevant on this
issue, and they are not, the US would nonetheless be
in the world majority on this point. Of the ten
largest countries (by population) in the world, all
ten have a death penalty.

With respect to Europe you would be well advised not
to confuse the opinions of European politicians and
journalists with the opinions of the European
populace. The last poll I saw on the issue showed a
large majority of European citizens in favor of the
death peanlty, despite the positions of their
governments.
