Bart,

In the Kyoto treaty 39 industrialized nations agreed to cut emissions of six
greenhouse gases to an average of 5.2 percent below 1990 levels by the
period 2008-2012. The reason being the fear of the effect of these gases on
global climate change and the gradual increase of the overall temperature of
the planet, leading to massive floods etc. Now that the US, through Bush,
has gone back on its agreement those nations believe they are doing more
than the US in cutting back on world pollution through greenhouse gases.
The US initially agreed to cut its emissions by 7.0 percent because although
it has only four percent of the world's population its emissions alone
account for 25 percent of the earths greenhouse gas emissions.
