If they have nukes, they cannot have built more than a
few warheads because of the tremendous cost. There is
also the question of how to develop a delivery system
sub rosa, which means the weapons would have to be
delivered by aircraft and are not "aimed" anywhere, as
a missile would be.

As an engineer I can tell you it is not humanly
possible to develop something like that in a week. If
they deployed it within a week they were working on it
long before.
