Sorry, that is a colloquialism. Another way of saying
it would be that he is paddling with a dry oar. 
Larouche could be kindly described as a man with
opinions of doubtful validity, and unkindly as the
high apostle of the lunatic fringe. Any statements of
fact that come from him would have to be accepted only
when verified by better sources of information if at
all.

I am more optimistic. I think the line regarding
Arafat is best viewed as a negotiating gambit and that
the war with Iraq will not happen. Prophecy is a
risky business. Time will tell if I am right.
