It turns out I was not entirely correct; India is not the #1 recipient
of US aid; it is the country that receives US aid that is #1 in voting
against the United States in the United Nations (this aid includes loans
that, theoretically speaking, will be repaid). Here is a cite:

No. But, karmically speaking, when one accepts help from somebody, and
refuse to help them when they need it, then one is generating karma that
will have to be paid off at some point. It might be better not to accept
the help in the first place, karmically speaking.

Rather than assuming ignorance of the American political process, I
will assume that you are joking.

That assumes that the American public is aware of the truth. They are
told that foreign aid "buys" support for the United States, and seldom
bother to look at the actual numbers.
