ancient conflict to an end and so enable humanity to pass into the 
new Aquarian Age relatively free and with a clearer understanding of 
right human aims, right relationships and man's predestined future."

It depends upon whether you interpret evenly or react. The force of 
the first ray and Shamballa stimulates the tyrant in everyone, as 
force and power is the least point of resistance for Humanity in 
handling this least understood of the ray energies. It is the Will 
aspect of the first ray which we are all learning to use, as any 
disciple of M will tell you. DK is simply saying the stimulation of 
Humanity by the Shamballa force led to the human expression of those 
ideologies, not something that was an ideal for the watching Great 
Ones, but something with which they could work at any rate. Humanity 
experimented and experienced, and through that have realised that 
democracy is the most workable system for now. It is widely 
documented how the Nazis went looking for Shamballa, as it was this 
power that they sensed and wanted more of, in its lowest 
materialistic and distorted sense. I might add that it is said 
(forget the reference) that AAB was on Hitler's black list.
