It looks like a virus spoofed Bart's email address and sent the
following message to theos-talk. (Bart's email status still shows up
in the "subscriber" list rather than under "bouncing" or "banned".)
Odds are, the attached file contains a copy of the virus. (That's
why email attachments are disabled for theos-talk. Otherwise,
someone might get the message, open the attachment, and get the
virus.)
