Thalprin,
One thing you could do, most ISP's have a Complaint Dept. that
handles malicious E-mails and Spam. They request their users to
forward these type of E-mails to them. They can't take action if they
are not aware of the abusers. Once they have a copy of the offensive
E-mail they can trace and locate they sender and set blocking on them.
