Why hasn't politics changed the world?

Perhaps Marx's statement below has a theosophical ring
to it. 

"The philosophers have only interpreted the world, in
various ways; the point is to change it."

(Karl Marx, Theses on Feuerbach (Thesis XI))

We know what happened to the Marxist-inspired
socialist experiment in the former USSR.

Why has politics, necessary as it is, failed so far in
fundamentally changing the world and bringing it
closer to the realisation of the Universal Brotherhood
of Humanity without distinctions?
