You may need to actually read the book to make a judgment on the full 
sourcing for what Geoff Simons says in his book.
This is a text used in some University courses, but what you say is 
true that we can't just take thinks on face value.

What is basically presented in the book is that sanctions that denied 
the means to purify water or treat sewage which in turn makes disease 
run rampant is a form of "biological warefare".
To deny access to antibiotics and antiseptics and medical supplies 
that then makes disease untreatable is a form of "biological warfare".
The figure of around 2 million deaths as a direct result of sanctions 
is given.

Read Noam Chomky's comments here on the Iraq invasion, as he says at 
least the invasion of Iraq stopped the sanctions which were the 
biggest killer.

My adjunct to your comment on not believing everything we read holds 
true also for "newsweek" and other corporate interest elite 
publications and news media.
