Forgive my breaking in:



I think "Dharma" is also important - but needs definition. 



Consider that every choice or decision has moral implications.



The choice "NOT TO ACT" is motivated by what ? 



Each one of us makes a decision at that point and we are responsible for it.



Are we violating a "dharma?"

You pose an interesting question regarding the concept of Karma. 



Does NON-ACTION carry karmic consequence the same, as does ACTION? 



To further complicate the matter, it is my understanding, that the LAW OF
KARMA, is the over-arching rule, which governs every action of the Mental,
Emotional or Physical bodies. That said, it seem clear to me that there can
be karmic ramifications to everything we think, feel and do. Especially when
those mental, emotional or physical behaviors run opposite to our innate
sense of DUTY! 



Indeed, I am not sure we can we even speak of Karma, without DHARMA. It is
our intuitive grasp of duty, or lack thereof, that guides our actions. It is
in the performance of that duty, or lack thereof, which determines any
further KARMIC REACTION! 



So the question for me becomes, do we have a duty to preserve, or save a
life? All karmic ramifications flow out of our understanding, or lack
thereof, of the LAW OF DUTY.

Suppose you were minding your own business sitting under a tree and only 
observing. Then before you a man murdered a woman. You could have stopped 
the murder but you chose to do nothing but calmly observe the murder from 
under the tree.

Would you have created karma by your inaction?
