I believe this is an important matter, yet as HPB might say, it is also of
"common sense."  

And on that vein one might try to offer an answer for your question -- and
that might then raise further questions .... ad infinitum --- So what
principles may be involved? 

One would possibly be a matter of seeking for an "authority" outside of
ourselves whom we might rely on, but that is not wise is it? As I
understand it, THEOSOPHY states that any true authority is inside our own
Higher Self (ATMA-BUDDHI). There we are all, and every one, even the
"sinners" are united to the UNIVERSAL ONE SPIRIT.  

In other words we (The True Inner EGO -- Buddhi-Manas) is continually
testing and proving "our lower selves" (Kama-Manas -- the embodied
brain-mind we use daily) as we strive to improve it, by controlling, each
of us, our own Lower Self (Kama-Manas) and its desires, passions, urges, and
impulses. 

The moral condition of the Lower Self is illustrative to us of the tests and
progress we are making. But that progress and our condition is not open to
the speculation or scrutiny of others. They have to fight their own battles
and be ready to help only if asked. 

Criticism and condemnation are to be limited to our own Lower Self and its
control. That is for us the only "battle" that proves useful to our self and
to the would around us. We have to learn to provide the "Monads" that are
attracted to us and form our personalities the best ground for their own
growth and advancement. Are we doing this? 

Lets speculate and say that (because of the doctrines described relative to
the astral light and the elementals) Masters' would perceive the quality of
anyone's "moral atmosphere," and specially, we can well guess from what they
have written, of their devotees. Both the Masters and HPB, in their letters
to Mr. Sinnett showed that this was one of their capacities. [Read MAHATMA
LETTERS it is all there. ]

Such being the case, and regardless of whether a letter might have been sent
in the early days of chelaship to an individual, we might guess that as time
and tests arose, the Lower Self, overwhelmed the influence of the Higher
Self, and -- for this incarnation a "failure" may have resulted. The
immortal Self no doubt will continue its never ceasing attempt at securing
eventual perfection for all. [We ought to ever recall the maxim: that one
ought to first remove the beam from our eye before we seek to find a speck
in the eye of another .]

You ask about such an individual being disciplined or expelled. I would
suggest that that the individual's own Higher Self is attentive and
attending to the matter. As to the Masters, is it not a matter that They
know how best to deal with? You will recall that with HPB's leaving India
for Europe and Britain (1885) Damodar wrote that the Masters' influence had
almost left Adyar. HPB said the same (article: WHY I DO NOT RETURN TO
India). . Of what use is it for us to try to "double-guess" matters out of
curiosity. Those may not be of our concern. Another point is, I recall that
Masters state they may not interfere with another's Karma.

And my question to the group, which has fallen on deaf ears, "why
didnt the Master's recognise this pollution in Leadbeaters aura and
disassociate him from the TS"?  

This is a genuine question, I am not
out to denounce the Masters, but it is very puzzling to me how
perfected men did not prevent this imperfection from flourishing.  

Perhaps more puzzling is the fact that Leadbeater received letters
from one of the Mahatmas (K.H.), was accepted as a Chela (disciple) by
him and had his discipleship confirmed in a letter by HPB.
