Jinarajadasa definitely writes that Buddha is meant.
Leadbeater himself wrote in "The Theosophist" that he have seen in 
some temple the statue of our Lord, meaning the statue of Buddha.
The word "Lord" was often used in XIX century as a translation of the 
sanskrit "Bhagavan".
