Cognition ceases in the time space between two thoughts. No one 
thinks all the time. In the mahamudra system of Tibet this is the 
interval in which one is said to experience enlightenment. (Meaning 
if one does experience enlightenment it is experienced in the time 
interval between two thoughts, for which reason some schools of yoga 
still the mind to make the experience more likely.)
