Mmmh, Bart, if it is true that the US federal governments respects sovereign 
states and helps them not except they asked for help -- why, for heaven's 
sake, they helped sovereign states like Iraq or Germany, although they did 
NOT ask the US for help?

Furthermore I really doubt that the people did not want to be saved, the 
films I have seen on tv speak another language. Contrary, there were mass 
people chantings: "We need help!"

I guess, that - according to your logic - Bush is a philantropist, who 
better spent his time to help the people of Iran and did not want to get 
involved with the bad karma of New Orleans.
Let them die - our independent Constitution is against it!
That is really freedom and human rights at its best!
That the niggers die!

Free from responsibility and moral code!

Perhaps your rationale fits also the inconsistency on 9-11. No air 
interception for over an hour, although flagstaffs on grounds and aircraft 
carrier where in the near.
They did not come, because they refused help and NYC is a sovereign entity.

Much better; you ask questions, rather than pretending to know.

In the United States, the State is a sovereign entity. The federal
government is prohibited by law from interfering without specific
requests from the state government. The State government in Louisiana
refused to request aid. The infamously corrupt police in New Orleans
joined the looters. Attempts to send rescue helicopters were driven off
by gunfire by the natives.

It's kind of hard to save people who don't want to be saved.
