FEMA was not called in. They would have had to violate the law to come 
in. Now, before you say they should have violated the law, do you 
believe that George Bush can take over any state government if he 
believes that the people are in danger?

FEMA is supposed to assist local government, and only take over 
completely when the local government abdicates.
