My original source was an interview with a FEMA representative on the radio. There are so many articles on the subject that I had to go through literally about 2 dozen articles just to come up with what I did. Once the inevitable inquiries take place, everything that happened or did not happen should be clarified.

The major problem is that New Orleans dropped the ball. The
police did
not take the evacuation order seriously. The National Guard
equipment
and hundreds of public buses which could have been used to
evacuate
people were just left lying around, and got destroyed in the
flood. FEMA
response was based on cooperation from local officials, and there
just
wasn't any.

Nope. In fact, he called her BEFORE the hurricane even hit,

told to stay out. The government refused to give FEMA the

they desparately needed in order to effectively help out.
