what does Mr. Keightley means whit intimate relations?

in the 1906 inquiry on Leadbeater, there's a quotation of Keightley's
words. Does he mean sex or just a good friendship?

"He (leadbeater) states in
his letter that he has no secrets from Mr.
Besant and he has been in intimate relations
with her."
