In the US it is a civil matter and very difficult to prove, almost  
impossible with a public figure.
 
Historic debate and making material available is not libel.  It is not  
slander and attempting to control it is censorship.  You may be able to get  away 
with that in Brazil, but try it here and people will hand you your  head.
 
And what you are advocating is censorship pure and simple!
 
Stop it!
