I think no, as he sometimes admitted that his data doesn't match that 
of HPB, but he couldn't help it. He seemed to be somewhat disappointed 
in it.
Regarding Mars, which has to be in obscuration according HPB, he wrote 
that there are so called "inner round" in which those monads evolve 
which by some reason are not in pace with the bulk of other monads, so 
they are not numerous. As far I know, fiest these inner round were 
introduced by Sinnett in "Esoteric Buddhism".
Discreepances on Mars and Mercury first arose in 1890s and are 
duscussed in the appendix to ML.
Pavri in his "Theosophy explained in questions & answers" proposes the 
decision connected with the physical globes, but I haven't this book 
with me.
