Judgement imo requires conscious awareness.  Plants react to their environment instinctively and unconsciously.
"God sleeps in the mineral.  This slight consciousness however means a probing in the three directions or extensions of matter and hence the beginnings of minral form-centres, axes of vibration, geometrical activity.  Life in the mineral kingdom has attained localision or position and some, but very little, conscious extension.

Continuing its excursion and succeeding in definitely appropriating an extension along a single line, the pionerring Life identifies itself with it and senses one dimnension:  that is, it becomes conscious by its ability, through  signle line as a vehicle to respond slightly to one mode of motion.  This is linear consciousness and the kingdom of which this is typical is the vegetable.
Animal consciousness is awake to two dimensions and is objective.  As sensation awakens, desire and aversion enhance experience so that consciousness tends to identify itself more thoroughly with its instrument of sensation.

 One is that you did not read and meditate on Plotinus or the "Secret Doctrine" enough.

 I don't do such a talking,  but many women do with good results in plant-growing. My wife, a Taurean, earth-sign,  also communicates with them much better than I, in an objective level.   I share feelings with them in a much more abstract, but equally real, dimension.  You should read the 1980s best-seller book "The Secret Life of Plants". And other works along that line.     
 
 As we live in a rural property, we can see the energetic difference between city and living, intelligent nature!  
 
 Besides, and talking more "three-dimensionally",  you would be surprised to see what a tree and other plants can do in order to survive and to get better nourishment.  
 
 They do not have to think as we do to "get the best alternative" of action.   Yet they get it. 
 
 From the mineral level, the universe is an alternating process of attraction and rejection, and there is something of judgement, or choice, about that.
