Daniel,
A ULT lodge is founded in the following way. A group of interested 
person contacts a ULT-lodge and expresses their interest to found a 
lodge. They are then told to form what is called"Theosophy Group" 
(step 1) within the ULT. This is an informal study group, and is not 
a official part of the ULT, and they often use `The Ocean of 
Theosophy' along with the `Answers on Questions on The Ocean of 
Theosophy' by Crosbie. After one year or two, they become sponsored 
by a charted ULT lodge, which support them in their work. The new 
study group, is now an official ULT body, and is allowed to be 
called "ULT Study Group" (step 2). This group is lead by a 
secretary, appointed by the Secretary General in Los Angels, and 
gets an official letter of recognition (this is not called a 
charted). The ULT Study Group get a fixed study program that takes 
normally sever year to go thru. When this is finished, they apply 
for a charter at the Mother Lodge in Los Angels, and the decision is 
made by the so called working group (in with the General Secretary 
is a member). Then they become a ULT lodge (step 3), and the Lodge 
Secretary is appointed by the Secretary General in Los Angels.
