No he is not chuck.  When he talks about Reptilians, he says that reptilian and human DNA were genetically mixed to produce a non-thinking humanoid, not unlike what HPB says.  We are doing the same thing now so why think he is absurd because he says the Atlanteans were a far greater technolically advanced race than us?
