A very strange position!
That Besant lacked spiritual insight is proofen by her life and her several fatal decisions, which led to endless suffering and misery to thousands of people.
Judge was obviously right when he predicted that the thousands of her victims, whom she gave stones for bread, will stand up against her in her next life.
HPB never declared that by intellect alone we can reach the higher ones.
She also never declared that intellect is superfluous as some Adyar fanatics today tell you.
HPB followed always the middle way as GdeP, too.

It is not that I want to support Annie Besant at all cost, but things 
are quite complex, even more with HPB who had frequently an ulterior 
(occultist) motive behind her words and writings.
What I want to point out is that when speaking about the triple 
evolutionary scheme in the SD, HPB call "Spiritual" that of the 
Monad, and "Intellectual" that of the Manasa-Dhyani. Therefore the 
word intellectual might have a particular connotation to HPB. In fact 
she spoke about kama-manasic intelligence as being insufficient to 
the spiritual life. Besides, the Mahatmas have written to Sinnett 
telling that we can never reach them only by the development of the 
intellect. And A.B. was in touch with them, according to HPB.
So to me, that statement is not an easy one.
