Leadbeater was giving himself the task of promoting J. Krishnamurti as the World Teacher and Maitreya. Because of that he and Annie Besant was in court with J. Krishnamurti's father to get J. Krishnamurti adopted. At court C. W. Leadbeater lied about his behavior towards children six years earlier. The Judge at court did not know about it, so he was not jailed. That is telling enough.

And of which levels members should be. Do you propose to have members
  of first and second sort?
Leaabeater was a secretary during the life of Blavatsky but later
resigned. After his readmission to Theosophical Society he didn't hold
any offices (prabably later in 1920's he was a president of a lodge in
Australia what I don't know for sure).
