TS - International Election

It is over three weeks since the International President Election results
were announced. This is the first time in TS history, Internet was used for
electioneering, both for communicating behind the scenes and distribution of
information and discussions on public maillists and finally immediate
world-wide broadcast as soon as the results were announced.
In the US, it has been the tradition for the losing candidate *Publicly*
congratulate the winning candidate as soon it is known who the winner is,
however intense and bitter the election contest is. However, we have not yet
heard publicly such a congratulation from the losing candidate.
One wonders why?
