There is required one amendment in the present constitution. It could
be something like this "Any change in the procedure of election of the
President of the TS must be approved by at least 3/4 majority of the
members of the TS"
Now members can protest because they know that there is proposal to
remove their voting powers. And suppose it is stopped by strong
protests now, what will members do if the General Council takes the
proposal again after few months without knowledge of the members ? 
There is required safety clause which will protect interests of the
members. Above amendment, which I suggested, will ensure that members
won't lose their voting rights because of whims of the General Council.
In fact, such rule should have been already there in the constitution
to protect the interests of members. Unfortunately constitution itself
was not made easily available online.
If the above mentioned rule was already there, GC could not have given
such rude shock to members of the TS.
