Well, the Theosophical Society has been >hijacked< already long time 
ago by organizations like the Esoteric School, Co-Freemasonry, etc. 

But we have to understand that through the most part of its history 
the Theosophical Society wasn't in the position, due to the political 
situation in the world, to implement its Rules and Regulations in 
great majority of its Sections. TS Constitution was an Ideal to 
strive for in unfavorable circumstances in which mentioned 
organizations performed an ambiguous role. On the one hand, when they 
were faithful to their mission, they succeeded to keep the 
Theosophical Society together; on the other, when they became prey of 
selfish interests, they were source for disagreements and divisions. 

In changed political situation in the world after the WW II, and 
especially at the end of the Cold War, the Theosophical Society came 
into position to progressively implement its Rules and Regulations in 
most of its Sections but failed to do so because members and leaders 
of mentioned organizations did not and do not realize that their 
positive historical role in the life of the Theosophical Society has 
come to an end and that changed circumstances dramatically change the 
nature of their involvement in the life of the Theosophical Society 
from ethical and moral perspective and demand that they allow to the 
Society to fully revive its Constitution and Declarations on Freedom 
of the Society and Freedom of Thought.

>From my perspective present situation, namely modus operandi of the 
TS officials, who are at the same time also members of the Esoteric 
Section and Co-Masonry, lethargy on one side and attempts to change 
the nature of the TS Rules and Regulations on the other, reveals the 
incomprehension of their historical opportunity to overcome all past 
and present divisions, to unify the Theosophical Movement and lead it 
through the turbulent times ahead with the fulfillment of the role of 
the Theosophical Society and its members to the benefit of troubled 
Humanity.
