- of or pertaining to Queen Victoria or the period of her reign. 
(Alexandrina Victoria; 24 May 1819 - 22 January 1901.)

- having the characteristics usually attributed to the Victorians, 
especially prudishness and observance of the conventionalities. 

Well, TS Rules and Regulations are certainly from that period. As to 
the second paragraph: estimate yourself.
