You can see what happens in this world.
Most leaders are pickpockets, so its subjects
you can see not only in financial way
but also wars, armourdealing, drugdealing and so on.
All have to do with the lower human greed(convetousness ).
As long as that masters the human, there will not be peace and 
harmony at all.

And peace and harmony are necessary for having a good nation.
think on the saying of Confucius:

Through the righteousness in the heart,
character is made more beautiful.
With the beauty of the character,
harmony is established in the home.
When harmony is established in each home,
order is established in the nation,
when there is order in the nation, peace is established in the world.
