In the US, all elected public bodies have the following:

1. The agenda should be made public certain number of days before the
meeting.
2. The agenda should include even items which will be considered in an
executive session. These include litigation matters and contract
negotiations and personnel evaluation.
3. All meetings are open to the public.
4. All items in the agenda are discussed in public except those in executive
sessions.
5. All votes are taken in public. Everyone knows who is for and who is
against a particular motion.
6. In all meetings, a time at the beginning is allocated for public input.
Anyone can sign up and speak for 2-3 minutes on any topic. Any number of
people can sign up.
7. All minutes are public.
8. All documents submitted to the members of the governing board are public.

There may be other suggestions that we can consider.
