I think, one principle should guide transparency laws. It is this " If
something is not absolutely necessary to be kept secrete, it must be
made public" That leaves very few things which are not made public.
I remember seeing former Secretary of State Colin Powell being
questioned by Senate committee about Iraq war. It was shown on CNN and
whole world could watch discussion on such an important event. In
India and England, parliament proceedings are also shown live on TV.
In America, after every important meeting President speaks with the
news reporters and it is broadcast through cable channels. In India
also there is Right to Information Act, the purpose of which is to
make maximum information available to people. Again the principle is "
If something is not absolutely necessary to be kept secrete, it must
be made public" 
Mere talking about transparency won't work. We need to know which
things in administrative and other matters should be published in TS.
