Dear Erica,

If we want to find obstacles we will find them, if we want to find 
solutions we find them. 

It is clear that definite formal steps should be established to make 
such discussion panel work efficiently and democratically. On the 
other hand there is software available for such purposes as for 
instance different Wiki systems which do not require special 
knowledge to upload files (individual views, documents). And there 
can be always assistence of the administrators present. 

Full time access to the internet is certainly not necessary if there 
is certain timeline established for the final discussion of the 
issues on the agenda. And those GC members who do not use the 
internet daily can be assisted by some skilled section's member. 

There would be certainly some introduction time needed but efforts 
invested will be hugly compensated.
