Let me provide a brief response.

In all the programs I have witnessed in several lodges in India and USA, the
lodges always acted with total local autonomy and the programs were varied.
Lodges would have rebelled if there was any attempt to restrict or censor
any of the programs.

During last several decades, I witnessed only one instance when there was a
clever attempt by a top leader who had the discretion to disburse program
funds (not personal funds), an attempt was made to withhold financial
support for the program he/she was not happy about; but the program went on
in spite of it.

A very well known lecturer was scheduled to give a week-end program on
Krishnamurti, funding was not forthcoming under some ruse and it was
surmised that the leader was not one who saw Krishnamurti's views as
"theosophical." The program was initiated by a former national leader and
when the funding  glitch came up, the leader volunteered to pick up the tab
personally. Subsequently local funds were found and the program was a great
success.

The outcome was a black eye for the leader who attempted the above tactic
and even today those who are familiar with the incident have not forgotten
it.
