I have answered your first question fully in my reply to MKR
I am sorry I am a bit slow with this but I needed to check every
fact that I was presenting before I posted.

To answer your second question, the General Secretary of
South Africa was present at the General Council meeting.

The election of the Vice President was conducted by postal ballot.
The result of the voting was 16 for Linda Olivera, and 15 against,
there was 1 abstention and 3 members neglected to vote.

There was also another vote in favour of Linda Oliveira which was
received on the date the result was declared, this was not counted.
