Except the cases in which books contain complicated diargams, pdf is the least convenient format, html is better in many respects. It has lesser size and permits to convert into any other format.

10 years ago we had alike situation in Russia. Few had internet acess, though many already had computers. So we issued theosophical library on CD, sold by the cost price. Now the project is discontinued as not relevant.
