Bart,
I am not quite sure what or which specific information you want verified. 
The Vulcan Astronomical sighting history? The retrograde orbit I mentioned? I 
have no specific kniowledge about the 43 second difference other than the 
elipse calculations were more imprecise the further back you go, I think, maybe 
due to assumption that orbits were circular in keeping with the perfection of 
the order of the heavens concept.

I'll try to remember to Google Vulcan observations and let you know what 
surfaces, I dimly remember H.P.B. was acquainted with Flammarion.
